For intra-state movement, the threshold varies by state: most major states have set Rs 1,00,000 as their intra-state threshold, while some remain at Rs 50,000 and Rajasthan allows Rs 2,00,000 for within-city movement of certain goods. Additionally, job work goods crossing state borders require an e-way bill regardless of value. From January 2025, e-way bills cannot be generated for documents older than 180 days, and from 2025-26, taxpayers who have not filed GSTR-3B for 2 consecutive months are blocked from generating e-way bills.

An e-way bill is valid for 1 day per 200 km of distance for regular cargo vehicles. For over-dimensional cargo (machinery, large equipment), validity is 1 day per 20 km. Multi-modal consignments involving rail have 15 days of validity from generation. Validity runs from the time of generation, not from the start of the journey. So generate as close to dispatch time as practical. The e-way bill system allows extension requests when goods are delayed due to natural calamities, accidents, or law and order situations, but total validity including all extensions cannot exceed 360 days from the original generation date.
Q6. Can Goods Move Without an E-Way Bill If the E-Way Bill Portal Is Down?
Yes, but with a specific protocol. Under Rule 138C of the CGST Rules, if the e-way bill portal is unavailable, the consignment can move with the tax invoice and a self-certified copy of the invoice. The supplier must generate the e-way bill within the prescribed time period once the portal becomes available. This provision is designed for genuine technical unavailability, not as a workaround for routine non-compliance. The transporter should carry documentation confirming the portal downtime in case the consignment is checked at a checkpoint.
